Wyoming's LIHWAP is managed and operated at the state level in coordination with other programs available to low-income households.

Wyoming's LIHWAP provides relief assistance to two priority groups:
1. Households that have been disconnected
2. Households with arrears to prevent disconnection
In addition, the state identified households that need assistance with rate reductions as its third priority group, based on available funding.
